How Student Progress Should Be Reported
In education, progress is measured in percentage points – not percentage growth.
Why does that matter?Because percentage growth can make small gains sound much bigger than they actually are.
Example:
If proficiency increases from 50% to 60%, that’s a 10-point increase. That means 10 more students out of 100 are meeting standards. Calling that “large percentage growth” doesn’t change the reality, it just changes the perception.

FICTION
Alvarado claims “double-digit growth” in proficiency at Bullard High School during his time as principal (July 2019-Nov 2021):

These claims overstate progress and do not reflect the real change in student outcomes.

Alvarado claimed at a recent endorsement event that Bullard High School outperformed every Clovis Unified high school in math after COVID.
FACT
Bullard scored below every Clovis Unified high school.
*Most districts across the state, including Clovis Unified, resumed full testing in 2022.
What this means:
Alvarado’s claim is not supported by the data

FICTION
Alvarado claims that Clovis Unified saw large declines in proficiency during Dr. O’Brien’s tenure as Superintendent.
FACT
Actual changes in proficiency (2016–17 to 2022–23):

Math: –5.56 percentage points
Clovis Unified maintained a 20+ point lead over Fresno County throughout this period – even during COVID disruptions, when 22,000 students missed a full year of in-person instruction.
What this means:
The data shows resilience—not the exaggerated declines being claimed
