How proficiency gains should be reported
If proficiency increases from 20% to 40%, that’s a 20-point increase—meaning 20 more students out of 100 are meeting standards.
This is how the State of California reports data. The state does not use “percentage growth” because it can be misleading.

Reporting the example above as “100% growth” can inflate the impact if using Dr. Alvarado’s math.

Similarly, going from 1% to 2% could be described as a “100% increase,” even
though the change is only 1 point.

Clearly, calling something “large percentage growth” can change perception while reality says something different.

Alvarado’s claims do not meet that standard. He doesn’t cite specific test or year, and he uses numbers that are misleading. This doesn’t build trust—it creates confusion. Our community deserves accountability that is verifiable.

Alvarado claims that Clovis Unified saw large declines in proficiency during Dr. O’Brien’s tenure as Superintendent.
FACT
Actual changes in proficiency (2016–17 to 2022–23):

Clovis Unified maintained a 20+ point lead over Fresno County throughout this period – even during COVID disruptions, when 22,000 students missed a full year of in-person instruction.
What this means:
The data shows resilience—not the exaggerated declines being claimed.
